In the current context of geopolitical instability, heightened sanctions pressure, and restricted direct communication channels, the challenge of providing strategic support for humanitarian cooperation projects funded through state mechanisms particularly in the form of grants has become increasingly acute. The need for expert evaluation of the effectiveness of grant programs aimed at promoting Russian education and the Russian language abroad is now especially pressing. This situation calls for the development of scientifically grounded approaches to the oversight, monitoring, and support of such initiatives. The aim of this study is to establish a methodological foundation for expert support of international humanitarian cooperation projects implemented through grant funding. The research methodology includes an analysis of regulatory frameworks, a comparative review of existing expertise models, and elements of both systems-based and activity-based approaches. The study employed tools such as content analysis of reporting documentation, expert interviews, and a methodology for developing project implementation checkpoints. The results are presented through a classification of expert support models, an overview of common mistakes made by grant recipients, and recommendations for improving the mechanisms of monitoring and evaluating the effectiveness of humanitarian cooperation programs. The scientific novelty of the study lies in the formalization of a methodology for supporting humanitarian projects under foreign policy constraints, along with the development of effectiveness criteria. The practical significance is reflected in the applicability of the proposed methodological solutions for use by government and expert bodies, contributing to greater transparency, improved manageability, and enhanced effectiveness in the administration of state-funded grant programs.
