FORMATION OF AN ANTI-CORRUPTION CULTURE 
IN THE SYSTEM OF HIGHER PEDAGOGICAL EDUCATION: 
HISTORICAL CONTEXT

Abstract (English):
The relevance of this study stems from the government's active policy aimed at fostering an 
anti-corruption culture among citizens as part of the fight against corruption, with anti-corruption education playing a leading role among preventive measures. Despite the fact that anti-corruption education is actively discussed by scholars in various fields, its study in the specific environment 
of pedagogical universities remains underrepresented, underscoring the importance of our study. 
The author examines the development of an anti-corruption culture among future teachers within 
the context of a comprehensive anti-corruption policy, which also includes anti-corruption education for state and municipal employees, as well as law enforcement officers. Based on an analysis 
of scholarly works and regulatory documents, the author attempts to identify two stages 
in the development of an anti-corruption culture within pedagogical universities. A historical analysis reveals that anti-corruption education is still in its infancy, underscoring the importance of this topic and the creation of a unified concept of anti-corruption education for pedagogical universities. 
The results obtained during the study are of practical interest for higher pedagogical education, 
as they can contribute to improving the quality of professional training of future teachers.
