A MODEL FOR IMPLEMENTING A TALENT-CENTERED APPROACH 
TO HUMAN RESOURCE MANAGEMENT IN THE PUBLIC 
AND MUNICIPAL SECTOR

Abstract:
This article presents the results of a study on the implementation of a talent-centric approach to talent pool management in the public and municipal sectors. It explores the essence and content of a talent-centric approach and its differences from traditional talent management. The stages of practical implementation of a talent-centric approach in an organization are identified. Successful corporate practices for applying a talent-centric approach are examined. A SWOT analysis of the prospects for implementing a talent-centric approach in public and municipal governance is conducted. Potential areas and areas for integrating talent-centric elements into civil service HR practices are identified. A model for implementing a talent-centric approach to talent pool management in the public and municipal sectors, developed by the authors, is presented and described.
