Общеизвестен тот факт, что социально-экономическое развитие страны зависит от уровня и качества образованности ее населения. По данным ООН, конечный критерий оценки развития страны — это люди и их потенциал, характеризуемый индексом человеческого развития. Одним из трех показателей достижений страны в основных измерениях человеческого развития является образование [7].
