The article provides a retrospective analysis of the development of the right of citizens /subjects to appeal to the first person of the state. It is noted that unlike foreign countries in Russia, this is not an ordinary clerical routine, but a more spiritual act of communication between an earthly subject and a sacred figure of the ruler. At the same time, the citizen often acted as an offended "child" calling for the protection of a just parent, thereby emphasizing the sacredness of the supreme power. A peculiar legal institutionalization of this process can be traced in the Court Book of 1497, and then in the Court Book of 1550. The author notes that gradually the state system of petitioning was divided into general and special, serving only the first person. During the Soviet period, this process continued, although it received some new features, due to the development of new means of communication: telephone, television, Internet. However, despite the modernized society, many archaic features of the attitude to power can be seen in the actions of the population and the authorities in the modern period. The novelty of the work lies in the historical and legal approach to the analysis of the right to appeal to the rulers. The purpose of the work: to trace the evolution of the development of the right of citizens / filed to appeal to the first person of the state. When writing the work, the author actively used the historical-comparative method.
