SYSTEMIC APPROACHES IN THE MANAGEMENT OF THE COMPETENCIES OF THE ORGANIZATION'S PERSONNEL

Abstract (English):
The article is devoted to the issues of competence management. The paper emphasizes the need to apply systematic methods and approaches to personnel management. The staff is considered as a set of interrelated elements, the need to match the competencies of the staff with the strategic goals and objectives of the company is emphasized. The role of competencies is investigated using statistical methods. In the structure of the company, the place of the HR department is emphasized as the tuning fork of the organization, which adjusts the functions of the team in accordance with the strategic plans of the company. The analysis of foreign experience in competence management is carried out. Methodological tools of the research: analysis of statistics and data from open sources of information. As the study showed, companies often have a balance between the level of competence, the average length of service and the number of employees with basic skills. It is concluded that an important aspect in personnel management is the moment at which decisions need to be made on the implementation of a set of systemic measures for the management of competencies. The reasons why there is a risk of stagnation of competencies are identified, and personnel who have already formed such baggage lose the opportunity to apply them and share experience, because new professional skills atrophy. The compliance of the implementation of systemic approaches to competence management with the general concept of Total Quality Management is emphasized.
