INTERDISCIPLINARY SCIENTIFIC SCHOOLS AS A FACTOR IN THE DEVELOPMENT OF HIGHER EDUCATION: VALUE GUIDELINES AND INSTITUTIONAL TRANSFORMATION

Abstract (English):
The article examines the problems of identification and effective functioning of scientific schools in the modern system of higher education and science. Based on the analysis of the data of the questionnaires of the scientific staff of the SPB of the FOC RAN, the key institutional and methodological difficulties related to verification of scientific schools and allocation of resources were identified. It was found that the lack of strict evaluation criteria leads to the financing of formal, rather than productive scientific teams, reducing the effectiveness of public science policy. Special attention is paid to the value aspect of research activities, which affect the professional development of students and young scientists within the framework of the work of scientific schools. Empirical data confirm the importance of the axiological approach in forming a stable scientific environment.
