The political leaders have special tools they use to communicate and influence people. Scientists study how these tools help leaders manage how information is shared today. Good communication is very important because it helps keep society stable, guides people, and helps everyone work together. Talking and sharing ideas has become even more important for giving people more chances and rights. It also helps keep the country safe and help it grow, while making sure everything follows the country's traditions and culture. The aim of the work: to reveal the role of the ruling elites in managing the modern communication process. The methodology of the work consists in the analysis of the direct and indirect influence of political elites on the socio-political sphere through the management of the modern communication process, which is of particular relevance in the conditions of the crisis of democratic governance. The methodology of the work determines the methods and strategies of the subject of the study, the logical structure of which is reflected in the characteristics and scheme of this study on the role of the ruling elites in the management of the modern communication process. The relevance of the article is determined by the degree to which the state communication policy responds to public opinion, takes into account the concerns and needs of people in solving domestic and foreign policy problems with the accelerated use of promising information and communication technologies. Some researchers argue that there are connections between public opinion and the formation of state policy. Others approach this issue more critically, pointing out that in the modern chaotic world they are weak, since there is a gap between the opinion of a specific individual and the political decisions of the elites. The issue is relevant both in the academic and practical environment. Understanding the social, ideological and organizational factors that influence the formation of elites' communication strategies, as well as the impact of their messages on the audience and the indirect consequences that may arise during the interaction between the authorities and society, is key. Analysis of the direct and indirect influence of these connections on the socio-political sphere is particularly relevant in the context of the crisis of democratic governance. The theoretical and practical significance of the work lies in the clarification of new forms and methods of the communication strategy of the ruling elites, which can be used by government bodies in developing periodically updated models of interaction with other participants in the political environment.
