In the education system of China, special attention is paid to the formation of a comprehensive personality development that is able to meet both the needs of individual development throughout life and the needs of social development. This approach implies that basic literacy plays an important role in civic education. The article analyzes the logical connection between basic literacy and civic education. Based on the concept of quality education, the desire to achieve elementary literacy and the essence of civic education, the authors attempt to answer the question of how qualified citizens should be formed. This is achieved through consideration of the content of civic education, the implementation of its programs and the evaluation system, taking into account the question "how to educate people".
